First public viewing of Imperial Palace building to attract public interest

TOKYO — In commemoration of Emperor Akihito’s 80th birthday last Dec. 23, the Imperial Household Agency is set to open parts of the Imperial Palace building for public viewing for the first time in history.

Soon after the plans were announced in mid-December last year, the Imperial Household Agency was inundated with phone calls from the public inquiring how and when to apply for the viewings.

"With the exception of staff responsible for certain tasks, even we (Imperial Household Agency) staff rarely have the opportunity to see the inside of the palace," said one staffer, "so we can understand everyone’s excitement."

The applicants-to-openings ratio for the public viewing of the Fukiage Garden held last May was 67. The upcoming public viewings of the palace building, meanwhile, are expected to attract lottery competition in the three-digit range.

天皇陛下が昨年暮れに80歳の傘寿(さんじゅ)を迎えられたのを記念し、宮内庁は皇居・宮殿を今年5月と10月に特別公開する。

一般参賀などで宮殿の外観は見ることができるが、内部公開は初めて。参観者は抽選で決まるが「競争率3ケタは確実」(宮内庁)とみられている。

「どうすれば見学できますか」「いつから申し込みが始まりますか」。特別公開が発表された昨年12月中旬、宮内庁には問い合わせ電話が相次いだ。「私たち職員でも担当部署を除いて宮殿内部を見る機会はほとんどない。皆さんの気持ちはよく分かります」と担当者は共感する。

最近の一般公開の例では昨年5月、吹上御苑の自然観察会が倍率67倍。今回はそれをはるかに上回る応募があるとみられ、担当者は「ものすごい数のはがきが届くのでは。戦々恐々です」と話す。

Editorial: NHK should boldly cut into social issues

NHK President Katsuto Momii’s controversial remarks at his inauguration news conference about wartime "comfort women" and other issues have called into question the relationship between the public broadcaster and the government.

Momii faced grilling over his remarks at a House of Representatives Budget Committee session he attended as an unsworn witness on Jan. 31.

He claimed that what he said were his personal opinions, and denied that he has any intention of reflecting his personal views in NHK’s broadcasting. Article 1 of the Broadcast Act stipulates that NHK must pursue broadcasting that contributes to the wholesome development of democracy. One cannot help but wonder whether Momii’s remarks conform with this provision.

He has come under fire both in Japan and overseas over what he said. Critics have voiced concerns that his statements could have a chilling effect on NHK reporters and program producers and that the broadcaster could report on news and produce programs in a way to favor the government. NHK’s Board of Governors, which has the authority to appoint NHK’s president, severely reprimanded Momii for making light of his position as head of the public broadcaster. In response, Momii expressed regret over his remarks.

NHKの籾井勝人(もみい・かつと)会長の就任記者会見以来、公共放送と政治の距離が深刻な問題になっている。

1月31日には衆院予算委員会に籾井会長が参考人として出席し、会見での発言をただされた。籾井氏は「私的なコメント」「(放送に)個人的な意見を反映させることはない」との答弁を繰り返した。

放送法第1条に明記されている通り、NHKは「健全な民主主義の発達に資する」放送をめざし続けなければならない。籾井氏の態度は、それにふさわしいものだろうか。

これに対して、内外から多くの批判が寄せられた。NHKの報道や番組制作が萎縮し、政権寄りの放送に偏ってしまわないかという心配もあった。会長の任免権を持つNHK経営委員会は「公共放送トップの立場を軽んじた」ことを厳重注意し、籾井氏は反省を語った。

Q: Who controls the budget in your relationship?
A: We are generally independent in terms of budget. We both pay for what we use. At the moment, I am in charge of all the paperwork and paying the rent. I am on maternity leave now but when our child goes to kindergarten, I will go back to work. Usually in a relationship with a Japanese man, the husband brings in the salary, but I don’t have that situation! I am the bread-winner of the family!

Q: What was it like introducing your husband-to-be to your family?
A: The Japanese are known for being polite. So when I introduced him to my family they were very polite and welcoming; we didn’t meet any strong resistance. But we could both tell that my parents were acting polite rather than being natural and relaxed. This made my husband feel confused as he could sense the disparity between hidden and expressed emotions. My advice is to get your husband speaking Japanese as soon as possible and keep trying to make him a part of the family.

Q: What is your advice to a Japanese woman considering marrying a foreign man?
A: One thing I had to accept, in the early years of our relationship while we were dating and up to this very day, was that he liked to invite his friends to our home. Whether it was a visiting friend from his hometown or a drunk friend who missed the train, he would invite them to stay in our home. I really did not like this but I guess this was normal for him to invite people over all the time.

Q: What kind of role did your husband play when your child was first born?
A: We were in Sweden when the child was born. In Sweden, there is more equality between the sexes. For example, he was able to take ‘paternity leave’ and stay at home to help me with the baby. He had no problem changing diapers and bathing our child… He was very helpful!

Q: What is your advice to a Japanese woman considering marrying a foreign man?
A: One thing you have to remember is that when people get old, they often long for their home. If you are married to a foreign guy you must realise that one of you will end your life in a different country. This is not an issue if you are marrying a Japanese. As for the relationship, I really think the key is to respect your partner’s culture and language, and give him respect. And expect the same!
